新建功能

根据上面的配置是可以实现我们想要的效果的,但是我们会发现每次提交代码的时候 ESlint 或 Stylelint 都会检查所有文件,而我们需要的是只让它们检测新增的文件,因此我们可以使用lint-staged来解决这个问题
